This feature is a much requested feature from the Nice Google Checkout plugin user base. The latest version of the Nice Google Checkout is in development and will include custom option fields. I'm not so sure about the buyer specifying their own pricing feature. I will add it to the wish list and see what we can do. Unfortunately, the Nice Google Checkout development cycle has been very slow. This is due to a number of other competing projects that we are working on currently. The next version of Nice Google Checkout will be out eventually, but, I can't put a date on it at this time.
In the meantime, it is worth noting that any HTML button that you can generate in your Google Checkout account will work in conjunction with the floating cart generated by the plugin. You will need to turn off your tinyMCE text editor in the users control page before pasting the HTML into an article. Other than the text editor stick point, the process should be pretty straight forward.
